August 5, 2013 letter from Jerry Flynn to BC Government re Provincial Health Officer Dr Kendall’s refusal to acknowledge internationally accepted science regarding the threat posed by the ELF  EMF levels being foisted on the BC public via government and industry policy.

Dear Dr. Emerson,
I am very concerned that BC’s Provincial Health Officer, Dr. Perry Kendall, continues to be derelict in his duties by not protecting British Columbians from chronic low-level, non-thermal pulsed microwave radiation which all of us are exposed to from the ever-growing constellation of wireless radio devices that are virtually blanketing every community with what independent scientists call “electro-smog.”   Clearly this responsibility falls under his terms of reference according to the Public Health Act – which makes no mention of electromagnetic radiation (EMR) yet, as can be seen from the following, constitutes one of – if not THE – biggest threat to mankind today!  Given the evidence (below), Dr. Kendall should immedidately establish  provincial radiation Exposure Limits that protect British Columbians from this ubiquitous and inescapable radiation rather than leave us at the mercy of Health Canada’s obsolete and dangerous so-called Safety Code 6?
Scientific Evidence that Non-Thermal Radiation is Harmful
In 2001, the WHO’s own IARC (International Agency for Research on Cancer) committee – twenty-one scientists from 10 countries – unanimously found that ELF EMFs (from electrical sub-stations, power lines, house wiring and electrical appliances) are a Class 2B “Possible” carcinogen   Microwave News July/August 2001; http://www.emfwise.com/powerline.php and  www.microwavenews.com

In 2007, Toronto’s Chief Medical Officer of Health recommended Health Canada’s Safety levels for microwave exposure be lowered by a factor of 100 times.  And on what basis was this – the third – recommendation ignored? http://safeschool.ca/Health_Warnings.html
·   Note: Compare the responsible attitude of Ontario’s health care professionals (above) to BC’s own Dr. Perry Kendall, Chief Health Officer, BC Ministry of Health who, in 2010, provided a carefully worded, timorous letter meant to undermine the school districts’ concerns about Wi-Fi in schools, which is evident in his 2010 letter to the BC Ministry of education.  In responding to their request for advice, he replied by saying that his recommendations are “despite a lack of evidence of any adverse health effects related to Wi-Fi and the fact that Wi-Fi exposure constitutes only a small fraction of total radio frequency exposure.“  http://wifiinschools.ca/refuting-the-danger/
In 2008, the International Commission for Electromagnetic Safety (ICEMS) called for global application of the Precautionary Principle saying: “world’s Exposure Limits are “inadequate” as only thermal effects are considered (referring to those of Health Canada, WHO, ICNIRP, IEEE and FCC.) and went on to say:”A global application of the Precautionary Principle is required and additional protection is needed for pregnancy, newborns, children and elderly people.”  It was signed by 56 world-class scientists from 16 countries)  http://www.icems.eu/resolution.htm
Precautionary Principle.  There is no one definition, but in general, it means that until more is known about the real dangers of chronic exposure to low-level, non-thermal pulsed microwave radiation, “Where there is a potential threat to human health or the environment, lack of full scientific certainty shall not be used as a reason for postponing cost effective measures to prevent harm to human health or the environment.’  This principle, has been incorporated into law in a number of European countries and currently is being explored by the Canadian government, http://www.opha.on.ca/What%20We%20Do/Position%20Papers/papers/2003-02_pp.pdf
The BioInitiative 2007 Report was the most authoritative, independent, science-based report in the world on the effects of non-ionizing radiation.  It is a 650-page document authored by 20 scientists, doctors and health care specialists from five countries.  It involved the review of more than 2,000 studies which linked RF and EMR to cancer, Alzheimer’s disease, DNA damage, immune system dysfunction, cellular damage and tissue reduction.  Ultimately, it recommended all countries of the world to immediately reduce Exposure Limits to 0.01 µW/cm2. Lyon, France, May 31, 2011 ‐‐ The WHO/International Agency for Research on Cancer (IARC) has classified radiofrequency electromagnetic fields as “possibly carcinogenic to humans (Group 2B),” based on an increased risk for glioma, a malignant type of brain cancer1, associated with wireless phone use.
The BioInitiative 2012 Report, released world-wide in January, 2013, is now recognized by Non-industry funded scientists as the most authoritative, independent, science-based report on the harmful effects of non-thermal non-ionizing radiation.  Authored by 29 eminent scientists (including Russia’s Prof. Yurij Grigoriev and Sweden’s Prof. Olle Johanssen) and health experts from 10 countries reviewed an additional 1800 studies and concluded, in part, that: a) EMR is a human carcinogen; b) powerline EMF is a “Known carcinogen.” and, c) all countries are urged to reduce their Exposure Limits to 0.3 to 0.6 nW/cm2, which would require Health Canada to reduce Safety Code 6 Limits by and astonishing 3-6 million times!  www.bioinitiative.org    Still Health Canada does nothing!
Dr. Glaser (Ph.D.), the former head of the U.S. Navy Microwave Laboratory and subsequently with the FDA, a key American scientist who was asked by the Canadian government to review Safety Code 6 when it was initially written.  He recently spoke to Rodney Palmer of the Safe School Committee who asked him what he thought when he, Dr. Glaser, learned that Health Canada assured Canadians microwave radiation from Wi-Fi is ‘safe’ for children?   He said, “They’re wrong: “They’re either giving you partial information, or they’re giving you misinformation.  Because there is scientific consensus that microwaves cause biological effects.  There is scientific consensus that children are more vulnerable.  And there is no evidence whatsoever that it is safe for children.  That is no foundation on which to declare something is safe.” www.safeschool.ca/Health_Canada.html
For your information, Dr. Kendall has not had the courtesy to respond to even one of my several emails to him on this subject.  Please advise me what must I do to prevent Dr. Kendall from skirting this matter any longer?  If he is not prepared to stop being a Health Canada puppet, he should resign!
